With registration, RTOs must juggle many responsibilities like annual declarations, AVETMISS reporting, and marketing compliance, where validation often causes the most anxiety.
Though we've written extensively on validation, let's clarify it again. ASQA describes it as a quality assessment review.
To put it differently, validation is the process of confirming the accurate parts of an RTO's assessment process and identifying what can be enhanced. A correct understanding of its components makes it less intimidating.
According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.
We are required by the standards to carry out two types of validation.
The initial assessment validation ensures your RTO's assessments comply with the training package requirements.
The second type of validation verifies assessments are conducted according to the principles of assessment and rules of evidence.
This suggests we perform validation both before and after the assessment. This article will concentrate on the first type—assessment tool validation.

As noted earlier and in our earlier blogs, validation is divided into two stages: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.
On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.
For this piece, our emphasis will be on assessment tool validation.
Procedure for Assessment Tool Validation
Having distinguished between the two types of validation, let’s dive into the details of assessment tool validation.
Timing for Conducting Assessment Tool Validation
The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.
This means that whenever new learning resources are acquired, assessment tool validation must be performed before they are used by students.
There's no requirement to wait for the next validation schedule in your 5-year cycle. Validate new resources promptly to ensure they’re appropriate for students.
Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:
- resources get updated
- new training products are added to your scope
- when course is reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk
ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Keep in mind, this validation ensures that all learning resources comply before use. All RTOs must validate resources for each unit.
Resources Needed to Start Assessment Tool Validation
Instructional Resources
Given that you are validating your assessment tools, you will need the complete array of your learning resources:
Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.
Learner/student workbook – assess its appropriateness as an assessment tool. Confirm clear instructions and adequate answer fields. This is a common problem.
Assessor guide/marking guide – check that there are sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.
Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.
Panel for Validation
Clause 1.11 outlines the criteria for validation panel members, specifying that validation can be done by one or more people. RTOs typically require all trainers and assessors to participate, occasionally inviting industry experts.
As a whole, your validation panel must have:
Relevant vocational competencies and industry skills applicable to the unit being validated
Up-to-date knowledge and skills related to vocational teaching and learning
Any of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or its replacement
Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool is advantageous for both the validation process and documentation. It aids in viewing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

While ASQA does not recommend or require a specific template for assessment tool validation, numerous templates are available online. These tools generally require validators to examine the tools as a whole to see if they meet the principles of assessment.

Core Principles of Assessment
Fairness – Does the assessment process provide equal opportunity and access to everyone?
Flexibility – Does the assessment offer multiple ways to show competence according to different needs and preferences?
Validity – Does the assessment measure what it is supposed to measure? Is it a valid tool for evaluating the required skill or knowledge?
Reliability – Will the assessment achieve the same results every time, regardless of who conducts the training? Will different assessors consistently make decisions on skill competence?
Basic Rules of Evidence
Validity – Is the evidence showing that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to confirm the learner has the required skills and knowledge?
Authenticity – Is the assessment tool verifying that the work is the candidate’s own?
Currency – Do the assessment tools mirror current units of competency and modern industry practices?
Despite being regularly covered in VET professional development and nationally recognised training, many tools still have issues with these requirements.
To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:
Practice What You Preach
Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Perform each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:
changing diapers
prepare bottles, bottle-feed babies, and clean equipment
prepare solid foods and feed infants
appropriately respond to baby signs and cues
prepare and settle babies for rest
monitor and support age-appropriate physical exploration and gross motor skills
Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once ASQA assessment validation guidelines on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full Compliance or Not Competent
Observe the lists. As illustrated above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Hence, it’s important that your instructions do not confuse students or assessors. For instance:

Answers can include:
Needed materials
Pertinent costs
Activity timeframe
Designated roles and responsibilities
If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.
The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:
Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.
Answers might include, but are not limited to:
Weather conditions – isolation of the work area, engineering, personal protective equipment
Work area and ground conditions – elimination, isolation, use of engineering controls

Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.
Seeing these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees mean you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s wiser to take a safe and compliant approach.
